Guest Blog: Howard Weinert on a British Soldier at Archangel in 1919

Howard Weinert has sent me this fascinating letter from a British soldier in Archangel which contains detailed information about the postal service, and the collectible stamps he has been able to obtain from "Master Tarasoff". There are footnotes Howard has provided to explain some of the more difficult points.

Dear Dad

This afternoon I have a little time to myself, so will write you a few lines to apologize for my last hurried note posted some few days ago.
I am glad to say that at last a regular sleigh route has been opened between here1 and Murmansk and we now have a weekly service of mails to and from that place. Perhaps it will be more correct to say that we shall have, as the new arrangements start tomorrow. This letter will be the first sent by this route and before it reaches you it will have traveled several hundreds of miles by dog or reindeer sleigh before it even gets loaded on a ship at Murmansk.
Navigation even to Economia Point2 has finished now and the icebreakers push for about 10 yards and get frozen in again, before they can get a start. Imagine ice from 6 feet to 10 feet deep. No need to feel “toey”3 when you have got that beneath you. Regular sleigh routes are open between most of the outlying districts, and proper posting points, where there are wigwams and a change of reindeer, are available on the journey.
The Boss has gone today to an island (which figured in the operations here last August) named Modugski4 in the White Sea. It is a good way away and the winter trail is not particularly well marked so I must say I don’t envy him the journey. He is well armed in case of wolves so I suppose he will come back safely.
Well, it is some time since I have had any letters from home now but am daily expecting a mail in. I think I shall be homeward bound in a month or two. A day or two ago a letter arrived marked “very urgent.” I really thought I had got a blighty5. I have since found out from the Records Office that a return of all 1914/15 men eligible for release had to be telegraphed to England, and they had questioned my eligibility. When you think of the date that I left home in 1915 you can see that it was a pretty near thing.
This office is getting snowed in with demobilization forms and returns etc. and I am really inclined to wish that the blooming war was not finished. Last Sunday I spent the whole of the afternoon and most of the evening interviewing each of the units separately and filling in their forms and learning all their past family history. Each man made a full confession of his past life. I can fully sympathize with Fr. Lynch on a cold morning.
How is poor old Bernard6 getting along? I am writing my next letter to him, but will address it to “Hillside” in case he may have moved his quarters or even been demobilized.
I think I asked you in my last letter to keep an eye on the Daily Picture Papers for snaps of the old Sanitary Section. Well, the paper which will probably print them will be the “Illustrated London News.” The Boss has posted by this mail about six prints which they will probably make use of. I did the actual taking of all but one of the pictures. Therefore I am only on one of them, and that is the one where the Sanitary Section (some of it) is leaning against the fence by the billet7. The temperature was so low (even though the sun was shining brilliantly) that I could barely manage to take the cap off the camera.
I am enclosing one or two more snaps with this letter, which will help to swell the collection. No. 1 is taken from the government house and shows the Archangel town hall (the Arkhangelsk gorodskaya duma) on the left, and one of the several fire stations on the right. A toboggan run8 has been erected close to this town hall, and the top reaches nearly three quarters the way up the tower. The gradient is so steep that you run along a perfectly level road nearly the length of Woodville Rd (to St. Marks) and then you reach another big dip which rushes you right far out over the Dvina9.
No. 2 was taken from the bridge of the City of Marseille10 while on the high seas. You can just notice a few men about with their life belts on. The rest of the crew are probably “busy”  downstairs, just longing for a tin fish to pop up and finish them off. No. 3 shows the “North Pole” Picture Palace. I think I sent you a ticket of admission to the place some long time ago.
No. 4 is quite interesting. It shows the pile driving machinery actually at work. The method of working is this. Piles are floated down the river lashed together to form a raft. They are brought alongside the machine, and a haulage chain is fastened round one end of the log. The machinery is set in motion and the log is hauled bodily out of the water and fixed in a vertical position beside the upright shaft of the machine. These logs very often reach three quarters of the way up the shaft. The log is then lashed to the shaft and allowed to slide into the water until it touches bottom. A steam operated hammer (which in the picture is seen at the bottom of the machine) is hoisted to the top of the shaft and allowed to play on the top of the log which it eventually sends many feet into the river bed. When you think that it is a very large dock and when you see what a quantity of piles have to be driven to make even one small corner, you will understand what the building of the place must have been. This view was taken (I think) from the stern of our ship.
No. 5 shows in detail the construction of the walls of a Russian hut. Notice the jointing and remember the carpenter only used an axe. Isn’t it wonderful? I have got several more to send you but I won’t send too many at a time for fear of them getting lost at sea.
Now about the stamps. The registered letter you mentioned has not turned up yet, and if you have not posted it I think you had better hold on to the good stamps. It is a case of throwing pearls before Russians. So far my efforts at sale and exchange have not met with any great degree of success, but I have not started my campaign in earnest yet. I am enclosing one or two specimens which I hope you may be able to make use of. There are four rather nice specimens of the 7 ruble (imperf.). Also three specimens of the 3.50 but unfortunately I could not get hold of any of the inperf. issue. The 40 pfennig German I take to be a German war stamp. I have not seen a copy before. The three German surcharged Belgians are not new to you but I got them for a few kopecks, as I don’t think that specimens appear in my collection. Do you recognize the Finnish stamp? I don’t know it.
As it is now impossible to send or take more than a few rubles out of the country, I shall spend my spare cash on unused Russian stamps. What the dickens is the stamp surcharged “Dardanelles 1 piastre?” I have got one or two Russian surcharged China in tow and there are several others which Master Tarasoff11 will have to disgorge in the very near future. Our English postage due seems to be unknown. I priced them as follows: 60 k (1/2 d), 40 (1 d), 50 (2 d), 1.20 (5 d) and shall hope to do business in a day or two.

Didn’t finish this letter last night on account of our Russian class. Did I tell you I had made a start with it again? We have had four lessons so far. It is a terrible lingo to write. Am just waiting this afternoon for a posting sleigh to arrive to take me over to Solombala12 which is a place some little way north of Archangel, and then I want to get back and drive down to the P. O. with this letter. Must stop hurriedly as the sleigh has just this moment arrived.

Excuse hurried ending but I have a good long round to go and shan’t get this letter away unless I finish it now.

1Arkhangelsk was frozen in by January, so once a week mail traveled 300 miles (5-6 days) by sleigh to Soroka, then by train to Murmansk, which was ice-free. 2A new port 16 miles from Arkhangelsk. 3Nervous. 4Mudyug Island was 30 miles north of Arkhangelsk. At the beginning of August 1918, the Allies had to neutralize a Bolshevik battery on the island so that their ships could reach Arkhangelsk. Guest Blog by Howard Weinert: Captain Prince at the American Embassy in Vologda 1918

The envelope shown above is stationery of the Office of the Military Attaché, American Embassy, Petrograd. The enclosed letter, typewritten in Vologda on 14 April 1918, is embossed with the Great Seal and “Embassy of the United States of America”. Sent via diplomatic pouch and postmarked in Washington in August. The sender, Eugene Prince, affixed 21 kopecks in postage stamps to pay the 20 kopeck international letter rate, but the rate had increased to 30 kopecks on 10 March. Inscribed “Capt. E. Prince U.S.A.” on front and “Captain E. Prince. U.S.N.A., Asst. to Amer. Military Attaché Petrograd” on back. Fearing that the Germans would occupy Petrograd, the American Embassy left the city on 27 Feb. and moved to Vologda.

Prince [1890 – 1981] was born in St. Petersburg to an American father and a Russian mother. In 1911 he was working in the Moscow sales office of International Harvester Co. In that year he went to the USA to study manufacturing methods at International Harvester in Chicago and Milwaukee. He returned to Russia in 1913 as IH representative, came back to the USA in 1916, and returned to Russia in August 1916 as representative of Willys-Overland an American automobile and jeep manufacturer. In 1917 he served as interpreter for the Root Mission, sent by President Wilson after the abdication of Tsar Nicholas, and the Stevens Railway Mission, and then was appointed Captain with the American Military Mission and Asst. Military Attaché at the American Embassy in Petrograd. He returned to the USA in 1919, and afterward continued to represent Willys-Overland in Europe. He was a member of the Rossica Society.

In his letter, Prince says, “When we left Petrograd we had fairly good hopes of going straight on to Vladivostok and then to Japan and the States, but now I am certain it will be quite some time before we get home. The situation here is getting all the time more and more complicated. As usual I am in the thick of most everything. When I shall see you again I shall be able to tell you a lot of interesting incidents, of which now I have to be silent. Vologda where we are now is a dirty small town, it is continuously raining and the mud on the streets is so deep, it is impossible to walk”.


Prince was in charge of identifying routes of Allied occupation and getting copies of German and Bolshevik battle plans. He worked to sabotage property taken over by the Germans and to funnel money to the Czechs fighting the Reds along the Trans-Siberian railway.

Postal Rate Chronology for Russian Money Letters 1872-1917

1 January 1872: A unit weight fee of 10 kopecks*, an insurance fee, and 5 kopecks for a receipt. The insurance fee was determined as follows: a) for a declared value of 1 ruble up to 100 rubles – 1 %, b) for a value above 100 rubles up to 400 rubles - ½ % plus 50 kopecks, c) for a value above 400 rubles up to 1600 rubles – ¼ % plus 1.5 rubles, d) for a value above 1600 rubles – 1/8 % plus 3.5 rubles. Values expressed in rubles and kopecks are rounded up to the next ruble before the insurance fee is calculated. A full kopeck is collected for any part of a kopeck. No postage stamps are used on money letters. *The weight fee for money letters sent abroad varied by destination.

20 March 1879: A new unit weight fee of 7 kopecks for all money letters. New insurance rates as follows: a) for a declared value of 1 ruble up to 600 rubles – ½ %, b) for a value above 600 rubles up to 1600 rubles – ¼ % plus 1.5 rubles, c) for a value above 1600 rubles – 1/8 % plus 3.5 rubles. Money letters now had to be registered for a fee of 7 kopecks, but the fee for the receipt was discontinued.

1 April 1889: For international money letters, the unit weight fee and the registration fee were both increased to 10 kopecks.

            1 June 1893: New international insurance rates: 3 kopecks for each 75 rubles of declared value for countries bordering Russia (Germany, Austria, Rumania, Turkey, Sweden, Norway), and 7 kopecks for all other countries.

            20 December 1898: New international insurance rates: for each 112.5 rubles of declared value - 4 kopecks for countries bordering Russia and 10 kopecks for all others, with a 4 kopeck supplement for sea transit.

            1 January 1903: New domestic insurance rates: a) for declared values up to 600 rubles - ¼ %, b) for a value above 600 rubles up to 1600 rubles, 1/8 % plus 75 kopecks, c) for a value above 1600 rubles - 1/16 % plus 1.75 rubles.

            1 July 1904: Henceforth, all money letter fees will be paid for with postage stamps.

            1 August 1904: Instead of clerks writing serial numbers by hand on money letters, a blue-bordered printed label will be affixed, showing the serial number and the post office name.

            1 January 1905: New domestic insurance rates: 10 kopecks for declared values up to 10 rubles, 25 kopecks for values above 10 rubles and up to 100 rubles. For values above 100 rubles, the rate was 25 kopecks plus 15 kopecks for each additional 100 rubles or part thereof. The fees for registration and sealing wax** were eliminated for domestic money letters.

            1 May 1909: New international insurance rates which varied on the destination – from 4 kopecks (Germany) to 22 kopecks (Somaliland) for each 112.5 rubles of declared value.

            21 September 1914: For domestic money letters, the unit weight fee and the registration fee were both increased to 10 kopecks.

            15 August 1917: New domestic insurance rates: 15 kopecks for declared values up to 10 rubles, 30 kopecks for values above 10 rubles and up to 100 rubles. For values above 100 rubles, the rate was 30 kopecks plus 30 kopecks for each additional 100 rubles or part thereof. These insurance rates remained unchanged until 28 February 1918 (new style).


**Each money letter has either official wax seals or those of the sender or some combination of both. The number can vary from two to six or more, but is usually five. The sender could use his own wax or purchase it from the post office. Based on empirical evidence, the cost of wax was one kopeck for five seals before May 1898, and 1 kopeck per seal after March 1901. The price change happened sometime between 1898 and 1901.

1876 money letter enclosing 83 silver rubles sent from Bolkhovskoye to Constantinople for transmission to a Russian monastery on Mt. Athos in Turkey. The total postage was 1 ruble, 8 kopecks (20 kopecks for double-weight, 83 kopecks for the 1% insurance fee, and 5 kopecks for the receipt).




1885 money letter (stationery of the Imperial Russian Technical Society) enclosing 50 rubles (equivalent to 200 francs) sent from St. Petersburg to the director of the Berlin Trade School. The total postage was 46 kopecks (14 kopecks for double-weight, 25 kopecks for the ½% insurance fee, and 7 kopecks for registration).





1891 money letter enclosing 1060 rubles (equivalent to 4240 francs) sent from St. Petersburg to Vevey, Switzerland. The total postage was 4.65 rubles (40 kopecks for quadruple-weight, 4.15 rubles for the insurance fee [1.5 rubles plus ¼% of the insured value], and 10 kopecks for registration).






1896 money letter enclosing 5 rubles (equivalent to 20 francs) sent from Sochi to Berlin. Total postage was 24 kopecks (10 kopecks for weight, 3 kopecks for insurance, 10 kopecks for registration, and one kopeck for sealing wax).



1904 money letter enclosing 5 rubles sent from Vorontsovskoe-Aleksandrovskoe to Worms, Germany, then forwarded to Speyer. The total postage was 29 kopecks (10 kopecks for weight, 4 kopecks for insurance, 10 kopecks for registration, and 5 kopecks for sealing wax).





1905 money letter enclosing 100 rubles sent from the fieldpost office of the First Siberian Army Corps in Manchuria to Borga, Finland. Total postage was 39 kopecks (14 kopecks for double-weight and 25 kopecks for insurance).




1913 money letter enclosing 5 rubles (equivalent to 131/3 francs) sent by the Kiev provincial prison inspector to the Hachette publishing house in Paris. The total postage was 26 kopecks (10 kopecks for weight, 6 kopecks for insurance, and 10 kopecks for registration).

Russia: The Office for Government and Diplomatic Correpondence

Howard Weinert in the USA sent me a query about the cancellation used by the Office for Government and Diplomatic Correspondence, in St Petersburg and then in Petrograd. When did the cancel go out of use? Iain Baillie and Eric Peel in their work on St Petersburg postmarks record no Petrograd-version examples after 1916. However, it can be found used in 1917 even after the Bolshevik Revolution - I have two examples as shown - and Howard Weinert has an example from 1918, also shown below. So the question is, When did it go out of use?

The Soviets moved the capital from Petrograd to Moscow in March 1918, largely because of the vulnerability of Petrograd to German attack. Even before, some embassies had moved out to Vologda with Soviet assistance. Despite this, the cancel is still in use in April 1918 on the Weinert cover.

How long did it continue in use? Was a new office created in Moscow and did it have its own cancellation?

My November card is addressed from Station Vyiya on the Bogoslov railway to the Italian Embassy in Petrograd, where the Government and Diplomatic office handled it on 6 November 1917. My December card is addressed to the Swedish Mission (or Legation) from Sukhrinskoe in Perm guberniya and was handled by the Government and Diplomatic office on 10 December 1917.
